Most Southern rappers suck. The best from the south in my opinion is Magno aka Magnificent. He has multis out the ass, he has metaphors/punchlines. After him would be Bun B, Bun B is pretty good, he atleast rhymes more than one word at a time. Next would be Ludacris, his level of quality varies though. Sometimes he has metaphors and multis, sometimes he is just simple as fuck, but one thing he always has is creativity. Oh, and I almost forgot Lil Wayne. He has stepped his game up, he's way better than he was in the days of the Hot Boys.
